Keping You Informed: PA Bill Advances to Require American-Made Steel in Public Projects

On May 13, HB 1018 was reviewed and advanced for consideration.

The bill strengthens requirements for the use of American-made steel in publicly funded construction and maintenance projects. It mandates that any recipient of public funds or tax incentives must use U.S.-produced steel, including in subcontracted work. Public agencies are barred from issuing payments unless documentation verifying the steel’s domestic origin is provided.

To enforce compliance, the legislation authorizes public agencies or the Pennsylvania Attorney General to recover funds from violators. Penalties apply when steel used does not meet the bill’s sourcing requirements.
